1199 Guide To DSRIP (Delivery System Reform Incentive Payment)

What Is DSRIP?

DSRIP (pronounced dis-rip) provides $6.4 billion dollars over five years to New York State safety-net providers to increase preventive and primary care to improve the health of Medicaid patients and their communities. By April 1, 2015, the Department of Health will decide the institutions with the best plans to improve care and distribute more than $1 billion a year until 2020. Because DSRIP money is only one part of a health provider’s income, similar changes and projects may exist for non-Medicaid patients. DSRIP is federally funded but programs in other states have different goals.

Over the next 5 years and beyond, there will be important changes in the structure of care delivery. We expect many new jobs and titles will be created, especially in community settings like clinics and care coordination centers. In addition, existing jobs may change as the system adapts. Our goals are to obtain the highest quality of care for patients, ensure that all healthcare jobs are high quality jobs, grow our union and ensure better healthcare and economic opportunities for 1199 members, our families and communities. As members, we can prepare ourselves by listening for changes, utilizing the Training and Upgrading Funds to upgrade our skills where necessary, and strengthening our power in the workplace to respond to change. We can also build strong Jobs Committees and utilize our Job Security Fund and Employment Services.

1199SEIU’s main mission and goals around DSRIP include:

Effective Participation: 1199 members must be well-informed and able to participate in and influence the decision-making process for each PPS.

Using the Funds to Support Members as Jobs Change: Our Training and Upgrading Funds and Labor Management Initiative will ensure that members are prepared for jobs in the new system. Enroll in classes today!

Quality Jobs for All Workers: 1199 members must maintain the standards we won in our contracts. In addition, all healthcare workers, regardless of setting, should have the same livable wage, low-cost benefits, and high quality standards.

Building Alliances & Advocating for Our Communities: DSRIP projects must meet the broader needs of the community. Our communities can join us in advocating for good care, good jobs and good health.

What does this mean for you?

Similar to our contract negotiations and our jobs committees, DSRIP is an opportunity for members to lead on behalf of workers, patients, and communities. Each DSRIP Performing Provider Systems (PPS) must include worker and union representation.
