2026 Maryland State Legislative Priorities

Hospitals:
Safe Staffing Act of 2026
Sponsors: Delegate White Holland and Senator Augustine
Creates staffing committees at each hospital and requires annual staffing plans to be submitted to the Maryland Health Care Commission.
Hospital Contracted Labor Fiscal Disclosure
Sponsors: Senator Lam and Delegate Cullison
Hospitals will submit a financial disclosure form addressing contracted labor by internal and external temporary staffing agencies and job titles that are contracted.
Nursing Homes:
Nursing Home Staffing Crisis Funding Act of 2026
Sponsors: Delegate Martinez and Senator Kramer
Requires nursing homes to spend a fair percentage of revenue on direct care workers’ wages and benefits.
Immigration Enforcement:
Ending 287(g) ICE Collaboration with Local Law Enforcement
Sponsors: Delegate N. Williams
Prohibits 287(g) agreements that allow local law enforcement to act on behalf of ICE.
Economics and Wages:
Maryland Living Wage Act
Ensures all workers, including tipped workers, receive the state minimum wage. Employers will be required to pay a $25 minimum wage by 2030, with a carveout for small businesses, which will have until 2032 to implement the $25 minimum.
Closing Corporate Tax Loopholes
Closes loopholes that allow profitable multi-state and multinational corporations to avoid state taxes. This legislation will help prevent companies from using foreign shell companies to dodge taxes and generate an estimated $576 million in revenue.
The Protecting Consumers and Jobs from Predatory Pricing Act
Corporations use “surveillance pricing” to charge certain consumers more based on factors such as their purchase histories. They also use electronic shelf labels (ESLs) to change the price of items in store in real time. This legislation will prohibit the use of ESLs and surveillance pricing and requires the use of analog shelf pricing in any retail establishment larger than 10,000 sq ft (ex. grocery stores).
Energy & Utility:
Limiting Utility Companies’ Rate of Profit
Sponsors: Delegate Charkoudian
Caps profit rates for utility companies.
Bans Political Contributions from Utility Companies
Sponsors: Delegate Behler
Utility companies will no longer be able to donate to political campaigns.
Environment:
Transportation and Climate Alignment Act
Requires the Maryland Department of Transportation to comply with emissions reduction goals in their planning and to invest more dollars into public transportation and walking and biking infrastructure.
Criminal Justice:
Juvenile Justice Reform
Ends the practice of automatically charging youth as adults for certain crimes, since research shows that it does not improve public safety.
Housing:
Eviction Funding
Creates a pool of funding to help families at risk of eviction stay in their homes.
Good Cause Eviction
Requires landlords to cite a good reason for evicting any tenant, protecting renters from capricious eviction.
Transit:
Bmore Bus
Fully funds MTA’s BmoreBus plan, which would improve bus frequency and reliability throughout Baltimore City and the region.
