Statements from New York Coverage & Care Coalition Members in Response to $717 Billion in Healthcare Cuts to Be Considered by the House Energy & Commerce Committee

May 13, 2025

1199SEIU United Healthcare Workers East
“The budget draft released by the Energy and Commerce committee totally contradicts Republicans’ stated commitment to protect Medicaid. If enacted, it would represent the largest healthcare cut in history, slashing over $700 billion in funding and causing nearly 14 million vulnerable Americans to lose their health insurance. At the same time, this budget would add additional layers of bureaucracy and red tape that will cost billions and make it more difficult for those in need to get and keep their health coverage.

“Americans overwhelmingly approve of Medicaid and the Affordable Care Act and do not want cuts. The healthcare workers of 1199SEIU call on members of Congress to reject these cuts and uphold their promises to safeguard Medicaid, which is a lifeline for millions of children, seniors, working families, and people with disabilities.”

American Cancer Society Cancer Action Network
“As the leader of an organization committed to ending cancer as we know it for everyone, the House Energy and Commerce Committee’s plans to cut Medicaid are alarming. No matter how it’s packaged, cuts are cuts and cuts have consequences. The so-called savings from Medicaid in this proposal will be paid for on the backs of individuals who often have no other option for affordable health insurance, including those with cancer. It is unconscionable to force states to cut health coverage for cancer screenings, treatment and access to innovative cancer therapies or nursing home care.”

Lisa Lacasse, American Cancer Society Cancer Action Network President

Coalition of New York State Public Health Plans
"The Coalition of New York State Public Health Plans (PHP Coalition) strongly opposes the health care provisions included in the Committees’ reconciliation bills. New York has made hard-earned gains in making available affordable, high quality health coverage. These proposals would cut unprecedented funding from Medicaid across the country by imposing bureaucratic red tape that causes more people to become uninsured,  taking needed healthcare funding from State governments, and shifting the burdens of healthcare costs to all consumers and providers. These proposals also target coverage for legal immigrants, taking away health insurance for immigrants who work and pay taxes in our communities. Overall, the funding cuts contemplated will destabilize New York’s health care system and hurt our local economies."

Community Health Care Association of New York State
“One in every eight people in New York relies on a Community Health Center for care – and more than 60% of those people are covered by Medicaid. The proposed changes to the Medicaid program would result in hundreds of thousands of New Yorkers losing coverage – putting patients and the CHCs that serve them in jeopardy. CHCANYS stands with Community Health Centers across the state and the nation in opposing Medicaid cuts.”

Rose Duhan, CHCANYS President and CEO

Community Service Society of New York
“Medicaid and the Affordable Care Act are vital sources of health coverage for children, seniors, families, people with disabilities, and working New Yorkers,” said Elisabeth Benjamin, Vice President of Health Initiatives at the Community Service Society of New York. “Everyone deserves to be able to secure affordable, quality health care. These proposed federal cuts harm New Yorkers, our State budget, and our health care providers. The Community Service Society urges our State representatives to do everything they can to prevent their adoption.”

Citizen Action of New York
“The reckless Republican plan to gut Medicaid and impose cruel work requirements is a blatant scheme to strip healthcare from millions of everyday Americans while lining the pockets of their billionaire friends. Based on the lie of cutting ‘waste and fraud,’ they’re ripping away life-saving care from seniors, families, and people with disabilities. This is nothing more than a heartless attack on working people to bankroll tax breaks for the ultra-wealthy. Congress must reject this shameful proposal and protect healthcare for all.”

Ursula Rozum, Health Campaigns Manager at Citizen Action of New York

Civil Service Employees Association
"The proposal from the House Energy and Commerce Committee would be deeply damaging to New York. As drafted, it threatens to weaken our state’s hospitals and nursing homes, undermines the ability of health care workers to deliver the care patients rely on, and risks cutting off countless New Yorkers from the health services they need. CSEA firmly opposes this and any legislation that jeopardizes Medicaid and the vital care it makes possible."

Mary E. Sullivan, President, Civil Service Employees Association

Greater New York Hospital Association
“This bill’s massive cuts will strip health coverage from millions of hard working Americans, drive up uncompensated care costs for financially struggling hospitals, and shift unsustainable costs to states that will have no choice but to reduce hospital reimbursements, cut health insurance benefits, or limit eligibility. It will severely harm the constituents of every member of Congress who votes for it and the hospitals that care for them. Furthermore, Medicaid cuts to hospitals affect all patients, not just those with Medicaid coverage. This bill should be rejected.”

Ken Raske, President and CEO, GNYHA

Health Care For All New York
“Everyone in New York should have access to quality, affordable health coverage. The proposed federal cuts to Medicaid would make it more difficult for everyday New Yorkers to access the health care they need. No one should have to choose between seeing their doctor, paying the rent, or feeding their family.”

Healthcare Education Project
"This bill that proposes to cut hundreds of billions of dollars from Medicaid would be a disaster if enacted. It would hurt New York's working families and put at risk the safety net and rural hospitals and nursing homes they rely on for critical care. Provisions for work requirements could kick millions of Americans off their coverage and force new costs on people who can scarcely afford them. What's more, the critical federal funding that pays for acute care, newborn care, psychiatric care, and nursing home care could vanish, endangering the health of underserved communities. The members of Congress who have promised not to cut Medicaid must reject this bill."

Inter Agency Council of Developmental Disabilities Agencies, Inc.
Medicaid Provides a lifeline to so many groups of New Yorkers and making healthcare accessible is a must if we care about the citizens of our state. Removing access to any group is a threat to every single person who relies on Medicaid and the various proposals in this legislation will endanger every Medicaid population.  If Congress truly wants to preserve Medicaid for vulnerable populations including people with disabilities, they will protect access to Medicaid for all.

Winifred Schiff, Inter Agency Council of Developmental Disabilities Agencies, Inc.

Leading Age New York
For millions of older adults, Medicaid is the only path for them to obtain long term care. As Congress considers these devastating cuts, they must keep in mind they are risking the health and safety for millions of people, including those in rural areas where access to care is already at risk. These cuts will force states to make difficult decisions with already limited resources, including lowering reimbursement to non-profit and government long term care providers, at a time when the need for these services is growing.

Sebrina Barrett, President & CEO, LeadingAge New York

Medicaid Matters New York
"The magnitude of what Congress is trying to do to Medicaid cannot be understated. If these cuts materialize, health care coverage and access for millions of New Yorkers will be decimated.  People like Angelina in the North Country, Kathleen on Long Island, Craig in Western New York, and Michele in New York City rely on Medicaid for their health insurance coverage and stripping it away from them is simply unacceptable."

Lara Kassel, Coordinator, Medicaid Matters New York

Medicare Rights Center
“You cannot slash billions from Medicaid without harming people with Medicare who rely on Medicaid for long-term care, vital benefits, and help paying Medicare costs. House Republican leadership has unveiled a proposal to slash Medicaid and terminate health coverage for millions, including older adults and people with disabilities, caregivers, and families by erecting barriers to getting or staying enrolled in Medicaid and by cutting state funding. These proposals will threaten access to vital care, put rural hospitals at risk, harm state budgets, and drive up the cost and burden of care for everyone.”

Fred Riccardi, Medicare Rights Center

New York State AFL-CIO
"The New York AFL-CIO stands united in strong opposition to the proposed federal Medicaid cuts under consideration and calls on Congress to reject them. These cuts would gut vital services, destabilize our healthcare system, and threaten the well-being of millions of working families across our state. Preserving Medicaid coverage for the millions of people who currently have or may need it in the future aligns with our long-standing position that all Americans should have access to high-quality, affordable health coverage.”

Mario Cilento, President of the New York State AFL-CIO

New York Health Plan Association
“While the Energy and Commerce Committee’s bill avoided some of the most onerous provisions that were being discussed, its proposed cuts to the health care system will hurt our state’s most vulnerable residents and lead to higher costs for consumers. Additionally, it will increase the number of uninsured, undercutting the work New York has undertaken to expand coverage, and we urge members of the state’s Congressional Delegation to oppose the bill.”

Eric Linzer, President & CEO, NY Health Plan Association

New York State Health Facilities Association|New York State Center for Assisted Living (NYSHFA|NYSCAL)
“Slashing Medicaid by over $700 billion will be catastrophic, leaving our nation’s senior citizens, who are the lifeblood of our country, in the political crosshairs. Dramatic cuts to Medicaid would devastate long-term care for years to come and without fair and appropriate funding for Medicaid, long-term care will remain unattainable for those who need it the most. We must do better for our country’s frail and elderly, for caring for our seniors is among the greatest responsibilities we have as a society.”

Stephen Hanse, Esq., President & CEO

New York State Nurses Association
“Nurses know better access to care means better health outcomes. These cruel and harmful Medicaid cuts will only hurt New Yorkers by putting the vital services our communities rely on in jeopardy. Working families will have less access to care and face higher costs. To protect New Yorkers, we urge our members of Congress to listen to the nurses and reject any proposals that include harmful cuts to Medicaid.”

Pat Kane, RN, Executive Director, New York State Nurses Association

United Way of New York State
"United Way of New York State strongly opposes the Medicaid and healthcare funding cuts proposed in the Energy and Commerce Committee’s reconciliation markup. These cuts jeopardize the wellbeing of millions of vulnerable New Yorkers who depend on affordable, accessible care. Reducing funding for Medicaid, CHIP, and public health infrastructure will weaken community health, widen disparities, and drive-up long-term costs. It will cause devastation and destruction.”

We urge Congress to put the health and dignity of all New Yorkers—and all Americans—ahead of short-sighted budget decisions."

Therese Daly, President & CEO, United Way of New York State & 211 New York
